I think it lacks reliability.
That prisoners get severely tortured in prisons is researched by social scientists and of course I rely on it.
Hizbut-Tahrir people do not deny that they distribute those notes and work on involvement people into their group. What does their group represent? From what they say nothing sounds rational. However, people in a democratic society have rights to do and say what they want if only they do not act against the law and social rules. Also, I am not sure if the government of Uzbekistan made distributing notes such as HT illegal. But, I suppose if the government imprisons these people, then maybe the government has a right to do so, if it is based on the constitutional law.
